UPDATE 12 Sept 2009:
A padlock has been placed on the GT door but rather than archive the cache I placed a new container outside the tower. The hint has been updated and the Diff/Ter changed from 4.5/2.5 to 2/1.5,

WARNING: This cache was placed during the Iraq war on a base of the coalition forces. This location is likely now controlled by the Iraqi Military, but this may change. Please take care to obtain appropriate permission before attempting this cache and do not cross any barriers from public rights of ways.
Great views from this spot of the Flintstone Village, the VOA/VOI Palace and the lake. There is little room for trade items and you should bring your own pen.
