The mission of the Boy Scouts of America is: "to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law."
The Cache is not at the coordinates given!!!! If you go there, you will be at the front door of the Boy Scouts of America, Tidewater Council's office. It is hidden in a neigborhood, but they support over 6,000 Scouts and leaders in the area.
We will be celebrating Boy Scout's 100th anniversary next year!
The Tidewater Council covers Portsmouth, Chesapeake, Virginia Beach, Norfolk, Suffolk, and 7 counties in NC. Geocaching is beginning to get popular with the Scouts, and they will have started to include it in advancement.
To solve this puzzle, you will need to know the Scout Law. The real cache is at the following coordinates, and it should be an easy puzzle:
