The above co-ordinates will lead you to a 'wind rose' , this particular one gives the average wind speed and direction for every mid-afternoon over a period of 60 years
The final cache is located at 31 49.ABCs and 115 44.DEFe where --
A= the time each afternoon ___
B=year unveiled -2001 ___
C=numerals in dates added to form a single digit ___

D=No of letters in shortest wind direction -1 ___
E=No of letters in longest wind direction -1 ___
F=No of wind directions ___

There is plenty of parking in the surrounding area and another three or four caches within an easy walking distance
Take care crossing roads and also when retreiving and replacing the cache as motorised muggles abound in the proximity
You will need to bring a writing stick with you.
