Foster's Flats.
Around mid 1800 a man named Foster built a saw mill on the flats at the edge of the river, cut and removed heavy timber growing there, floating it down the Niagara River to Queenston. There are no traces of the mill at the present day. The Queen Victoria Niagara Falls Park Commission, formally known as Niagara Falls Park Commission and currently the Niagara Parks Commission (N.P.C.), purchased the 22.5 ha (55.5 acres) flat’s at the arbitration price of $4146.44 in 1894. In 1896 a beginning was made in opening the beauty of Niagara Glen to the public. Pathways were cut from the tracks of the electric railway (currently Niagara Parkway) to the edge of the cliff, a substantial stairway of some 70 steps, in short easy stages was constructed to the talus below. From that point to the water’s edge a winding pathway of easy descent was made by which visitors can enjoy some of the delightful scenery. During 1897 paths were extended along the whole breath of the Glen from Fisherman’s Eddy - now called Cripps Eddy – to Gravelly Bay – now called Pebbly Beach. During the ensuing years, from 1900 to 1906, paths were constructed into what were previously inaccessible parts of the Glen, opening up areas with interesting rock arches, potholes and other geological and botanical features. One of them is called Devil’s Arch, look also for the pothole in it.

While thousands of excursionists were stopping off at the Niagara Glen for a picnic, many were reluctant to make the trip down to the lower level. The prospect of climbing the paths and stairways for the return to the top dissuaded all but the most energetic. At one time the Commissioners considered the possibility of providing an incline railway into the Glen, along with an elevator at Whirlpool Point, with a pathway leading to and connecting to the Glen. Nature lovers will agree that it is fortunate that no action was taken and that the Glen remained accessible only to those willing and able to make the effort to climb down and back on foot!
