This is a muggle area all year long, but especially when the fish are running in the summer. It shouldn't be too difficult to log this cache out of view. The cache is a camouflaged plastic jar elevated in a spot that will keep it winter accessible. The terrain rating is due to the precarious location of the container. Otherwise you can practically drive right up to it. Keep a sharp eye out for bears in the summer months! There are lots of them in this area, from little blackies up to the big brownies.
A little tip... the answer is in the raw decimal form. Y is the latitude in the form of 61.00000 and X is the longitude in the form -146.00000 (note the 5 decimal places). You can find all the history you need at the linked website. After that it's nothing but algebra.
