Cronomer Hill Park is a few miles from where I work and is a nice place to visit. If it were closer, I'd probably eat lunch here on a regular basis.
The cache is not located at the published coordinates. The published coordinates will take you to an observation tower that will be useful in determining the actual cache coordinates.
To find the cache, climb to the top of the tower and count the number of steps you have climbed along the way. Once up top, why not spend a few minutes and enjoy the views. On a clear day you can see the Catskills to the North, the Hudson River and Hudson Highlands State Park to the East and Schunemunk Mountain to the South.
To find the cache, convert the number of steps climbed to decimal using the following template: 0.NNN, where NNN is the number of steps. If there are less than one hundred, you will want to add a leading zero (so, for example 10 steps would be 0.010). Plug the value into the following, do the math, and go find the cache...

The park closes at dusk and some have indicated that they would not visit the site alone. I have on several occassions and have not encountered any problems.
The park is closed late fall through early spring. So plan on visiting between April and mid November if you want to park close to the cache. Otherwise, you could probably park near the gates and walk up, but doing so increases the terrain rating a bit.
