Play by the Rules Mystery Cache

Shuffling digits, what could possibly go wrong? The small
black cache is hidden in a small obscure park. The cache is not at
the initial location.
Firstly you need to list out the 10 digits of the initial
coordinates minutes across a page. You then need to apply the
following rules to this list. If performed correctly you should end
up with the final GZ. If not I guess you could end up
anywhere.
When performing these operations the list will wrap around so
moving a digit off the left makes it appear on the right end.
Similarly when you subtract 1 from 0 you get 9 and adding 1 to 9
gives 0. Although the list is initially 10 digits long this can
change throughout the process.
Add the 7th digit of the answer to each digit twice. Add 1 to the
5th digit from the right. Insert the final digit of the answer into
the middle. Swap the 2nd and 3rd digit. Replace all 1's with 2's.
Swap the 6th and 9th digit. Swap the 1st and 2nd digit. Rotate all
the digit 3 places to the right. Swap the 1st and 10th digits.
Reverse the entire sequence. Replace the 1st digit with 2 more than
the last. Add another 8 after the 2nd 8. Swap the 5th and 8th
digit. Remove the 9th digit. Repeat step 10. Remove the middle
digit. Subtract 1 from each digit but 2 from the 1st.
