This is a great location and the previous cache was archived, so here's a new one to keep people coming to this location.
First, let me say this cache is NOT for children or those with issues with heights. This cache should not be attempted in the winter or if the weather is bad or has been recently. The terrain is very steep and has several drops of at least 10-20 feet.
The terrain on this depends on how you approach the area. If you come upstream (from the north), it is very rough and will be slow going for most people. Coming at it from the south is a much easier option. I have rated it higher due to the terrain at the cache site.
The difficulty is high because of the poor reception in the area and because it is a micro. I would have liked to have put something larger, but the area immediately around the waterfall wouldn't support anything bigger. It should blend in quite well and be a challenge to find.
