Any students or locals around Penn State are probably aware of the usually crowded parking around campus. This is a chance to actually have a little fun, rather than being annoyed, while exploring the parking structures.
The container is pretty small, so BYOP. You may not be able to pickup GPS satellites at the cache, but you can still pinpoint the coordinates. I recommend attempting this cache mid-day (perhaps during a lunch break) or in the evening or night when traffic is minimal.
When replacing the log scroll, please make sure you wrap it with the little tab on the outside, and leave the tab sticking up inside the lid so that the next person can easily remove it.
