A quick grab by a lesser-known memorial in Oil City.
This cache is placed by a memorial to Andrew Short, who worked for the City of Oil City decades ago.
This should be an easy find, but is in a neighborhood where you may run across muggles. I've had caches stolen in this area, so please use stealth! The terrain rating is a 1.5 because there is a slope to the memorial from two sides.
