ToucheTurtle: I will move it to the library staircase and rename it Veterans at the Library. I obviously misread the coordinates when I tried to change them, so I'll just start over.

A plastic bottle (of some sort; I keep having to replace it), near a local park dedicated to Veterans. I upped the difficulty rating because of severe cache creep!
So much cache creep and loss of the cache, that it was moved to be more accessible. New lock & lock. New location. N48 31.794 W116 25.443 . Different stairway, 12 steps up.
