welll the park is dedicated t0 thomas d. twitchell.... so i figure this cache can be his cache... im not sure whom he was but i found this info:

Rev. Twitchell had graduated from Benjamin Franklin High School, Rochester, NY, in 1958. He was a graduate of Syracuse University in 1962 and then received his Masters Degree from Union Theological Seminary in 1967 and later continued his education at Rhode Island College.
He worked as a Youth Counselor at the YMCA in Rochester, NY from 1956-1958; Construction and maintenance for Eastman Kodak in Rochester, NY 1959-1961; Seminary Field Work in Richmond, VA 1962-1965; Assistant Pastor for the Presbyterian Church in Hagerstown, MD 1965-1968; Pastor for the Presbyterian Church in Providence, RI 1968-1978; New Life Enterprises, Inc. in Providence, RI 1978-1981; Smith Hill Community Center in Providence, RI 1989-1996; Serendipity Art Studio from 1996-2004; Community Advisor for the Feinstein Institute for Public Service from 1997- present.
Thomas was committed to many organizations including: The Washington County Council of Churches 1966-1968; Church Nursery School 1966-1968; “ACTS” Active Christians in Today’s Society 1967-1968; Rhode Island State Council of Churches 1970-1975; Capitol Hill Interaction Council 1970-1973; Parish Council 1970-1975; State of Rhode Island Medical Examiners Commission 1970-1976; Capitol Hill Grenadiers Drum & Bugle Corps 1969-1971; Providence Health Center 1974; Providence Presbytery 1976; Presbytery of Southern New England 1974-1976; New Life Enterprises 1978-1981; Providence Piano Works 1989; Smith Hill Community Development Corporation 1991 to Present and President of the Board 1996-1997; Douglas Avenue Steering Committee 1992-1995; Smith Hill Business Association 1992-1995; Friends of the Library 1992- present; Commission on Community Policing 1993-1995; Camp Phoenix Partnership 1991-1994; Capitol Singers 1992-1995; Providence Anti-Arson Task Force 1995-1996; Keep Providence Beautiful 1992-1997. the park has nice plants and flowers, minus the road side it may be a nice picnic spot... this cache is also easy enough to cache and go its a small container in a plastic bag... byop...
