3/19/1979
[WASHINGTON] Today marks the first day of broadcast for a new TV network for transmitting all sessions of Congress. This network was thought up by Brian Lamb who was a Cablevision Washington bureau head.

The first person to appear on this new network was Representative Al Gore who was speaking in front of the House of Representatives. This network is designed to provide gavel to gavel viewing of the House of Representatives. The network also shows Washington Journal live every morning. It will also air other events like when the President speaks to the press and major hearings but its prime purpose is to provide non-stop live airing of the House of Representatives.

One thing viewers will soon find is that a lot of what our representatives do is slow and boring. When your representative speaks on an issue he was likely speaking late in the evening to an empty House of Representatives.

The new network does not have any advertising from outside organizations. The only advertising will be for its own shows. It is paid for by the cable industry and is an independent non-profit network. It gets nil funding from any government entity. It strives for neutrality and having a lack of bias. They have crowned it C-SPAN.

Thanks to Wikipedia for many of the facts in the above article. The cache is a film cannister hidden along the Interurban Trail near the mall. Geochecker contains a good hint for the final.
