Cobbles are a result of boiling lava meeting the cold ocean floor, followed by million years of weather and erosion.

Hot basakt explodes upon contact with cold sea water and intermixed with quickly chilled volcanic glass to form a "breccia". The cobbles on this beach are weathered remains of these exploded fragments.
For this many cobbles to form there is lava leaking out under the ocean floor near this location. Oregon is known for having under water volcano's and also is along a volcanic fault line. These cobbles then wash up on shore and with the salt water attacking these fragments they then become rounded.
