Whenever one is planning to place a cache it's important to make an attempt to consider all the factors.
Unfortunately, in some situations it might be time consuming or too complex or just plain nonsensical to consider them all. In those cases it would be wise to limit the exercise and focus on, let's say, the ten most important factors.
The same is true when one creates a puzzle for a mystery cache. If it's done in a clever manner, it will appear complex and any attempts to solve it will be time-consuming. If, however, the solver invests a little time, and considers all the factors, the solution may become obvious... or at least be easily found.
At the end of this exercise you should have a comprehensive list of all the factors that need to be considered before making a decision. The full N and W coordinates (excluding the N and W) have been hidden in the following.

Consider yourself lucky if you determine the digital root of the full coordinates.
Cache is a small camoed lock-n-lock. If you can't locate the cache where you conclude it should be... add .003 to your N coord and subtract .007 from your W coord.
