What is this thing? Quien Sabe? Who knows?

Is it a work of art? A public works? Could be either, could be neither. What do you think? An easy cache in a camo beach tube, suitable for small items. BYOP. Wheelchair accessible but you must leave your vehicle. Golden $1 for the FTF. Maybe there is untold wealth for those who know what it is? Rare but occasional muggles.
