MCAS stands for Massachusetts Comprehensive Assessment System. It's a series of tests, taken by Massachusetts students to determine academic preparedness. In this series of caches, you'll be asked to complete questions typically found on the 10th grade mathematics MCAS.
There are a series of MCAS caches that you must solve in order to get clues for this MCAS-Final cache. In each of those caches is an offset. Add all offsets, along with the coordinates listed for this cache. That will bring you to the first stage of this MCAS-Final cache. There you will find another set of offsets.
Note carefully --> Combine the offsets found at Stage 1 to the original cache listing given here. That will bring you to the final cache.
