This cache is a 35mm film pot located just above ground level. I am not sure whether it will be accessible to wheelchair cachers.
WINTER UPDATE:
This cache is above ground level and should still be accessible during snowy weather.
This area is likely to be Muggle Central during good weather so please use stealth when retrieving and replacing this cache.
June 2012: The flag pole is back so we have relocated the cache very close by.
