What you're looking for is an arastra, a mechanical structure used to process ore in the 1800s. Before being designated a wildlife refuge several mining operations were located in the area.
On the road north to Meers before leaving the Wichita Mountains National Wildlife Refuge is the mountain biking trail head parking. It is the only off road bike trail in the refuge. Park here but take the trail into the cedar forest. Try to stay on the trail.
Near the east side of the Parallel Forest several trails branch off. One winds further up the east side to the regular forest, then to the cache site. If you come to Cedar Creek you've gone too far, but the creek makes a nice trail also when it is dry. There is no need to go off trail to find this cache.
