Cache is small painted lock-n-lock container, hidden in what is known as the Libby Hill Business Park.
Should be an easy find, located very near the roadway. However, I rated the terrain as 2.5 because you have to cross a small rocky ditch that may have water in it at times.
Watch out for Muggles, and take care when parking on the shoulder and crossing the ditch.
