You are looking for a Pelican container that is attached with a carabiner to a rope. The container used to be attached to a cinder block on the lake bottom, but in 2016 or so, it moved to become attached to the rope floating above the same cinder block. It was moved here because once found and removed, it became very difficult to reattach to the lake bottom, but rather easy to attach to the rope.

UPDATE August 2014: The original Pelican container is now replaced with a smaller Pelican container.
There is now a rope tied on to the cinder block, and attached to that rope, floating a few feet above the container, is a bright pink styrofoam float, maybe 6-8" long.

UPDATE August 2017: The container is now clipped with the carabiner to the rope, just below the float. Both the float and the air-filled container should float, so you won't be churning around in the mud on the deep lake bottom any longer. I am hoping that this will be at or above the level of the plants for much of the summer, but it too may become overgrown at the end of the sunny season. Therefore, this may be easier to find earlier in the summer season. PLEASE to not pull on the rope, as this is not the purpose: the whole thing will move around or tip over or something, and we don't want that to happen, do we?
UPDATE July 2018: I have been told that the wood piling that the cache was placed next to is now gone, so location finding is more challenging now.
