This is a simple "vector offset" hunt. Start at the very top - the coordinates given. At these coordinates is a big rock-wall circle. Stand in the middle at a small brass disc and make some noise (say something) and hear the peculiar acoustics. If you look towards the watertower you'll see the words "capped peaks" written in the outer ring ...Proceed approximately 175 meters in the direction of these words (approximately 299° from magnetic North).
Note: currently Trimet serves this area on line 51 aka "Vista". The stop ID is 5681. The cache is within walking distance from this stop!

Update (August 22, 2021) Because Brad, Chad, Joel and Paula are now out of country, they graciously allowed charliewhiskey to adopt the cache. The starting coordinates and projection numbers were updated, as well as the finding hint.
Update (January 28, 2016) I've been out of the country now for years and, as such, 100% rely on visitors to help keep this cache clean, dry, and with the basics (logbook, pencil). This is a fairly old cache, one of the first few hundred ever placed anywhere, so I really really appreciate everyone's help and understanding in maintaining this. I've added the PP&R boilerplate as someone requested so, hopefully, it doesn't get archived. Thanks to everyone for helping to keep this one running - you're good people. :)
Update (July 07, 2006) Paula and I visited the cache and made a big update. New location, new container, some new goodies inside (Polish and Slovakian coins, Kinder toy surprise, etc.)... We removed some inappropriate items from the cache and then put it in its new spot. The new location should be ok for a year or so.
Update (4-03-2002) The cache went missing AGAIN, so it's replaced AGAIN. We put a new camo tupperware container back in the same spot. Since we're lazy and don't have any more CDs to give, this cache is no longer a Music-CD-Exchange cache.
Update (12-01-2002) The cache went missing, so we replaced it with all new stuff. Our beautiful stump-like spray-foam bucket and the fourth cache camera are gone, but we had fun camo-painting a new Tupperware and adding a fifth cache camera. To foil the do-badders, the cache is now in a slightly new location in a laurel bush several hundred feet to the SE. We also changed the theme to a Music-CD-Exchange cache.
Update (02-11-2002) We added the fourth cache camera to the cache when Chad and I visited it yesterday on it's one year anniversary. Pictures will be scanned and up on my web site eventually. The cache was moved slightly - the updated coordinates in the hint reflect that. The cache is in a new container, with some neat stuff inside. Happy 1-year anniversary, cache!
Update (11-25-2001) Added the THIRD cache camera to the cache. I suggest you use the flash for every picture; the area is so dark that many flashless shots from the last cameras were not printable. If you took a picture and it didn't get posted, that's probably why.
Update (11-08-2001) Picts from the Second Council Crest Cache Camera are now online here (sorry, no longer online). If you see yourself in one of the photos, e-mail me and let me know who you are. Alias or real name, either way is OK.
Update (06-07-2001) We moved the cache to a new location. The old location was getting a wee bit beat up. We also put in another cache camera.
