Only Time Will Tell (KPC2010) Mystery Cache

It's that time again. Now, you don't have all the time in the world to solve this puzzle, but you will get hints all in good time. Don't waste your time looking for hidden meanings in this text. In the interest of saving time, I'll say no more for the time being and let you get onto the puzzle. Have a good time!

Special Notes about the 2010 Puzzle Challenge: To be considered for Fastest Solver points, you must verify your solution with certitude. Because certitude may not properly account for joint solutions, please email me team member names in the case of team solutions to ensure proper point accounting. All "point" scoring is arbitrary anyway, subject to change, at the discretion of the cache owner, and probably completely meaningless (unless you just want your name announced earlier at the December banquet). The real challenge is just to see whether you can solve all of these caches by the end of the year. To maintain fairness, hints should not be offered by the cache owner or other solvers until the fifteenth of the month.

Special Notes about this month's puzzle: I started gathering information for this puzzle in January, but I got distracted by Logo Lunacy by RenoRaiders, and I didn't get back to working on this one until I stumbled upon another (seemingly obvious) data resource recently. The FTF prize of $5 comes from cachbefound's Certifiable cache. Candcfamily noticed an error in the naming of one of the images. It has not been corrected, but it is not significant.
December 5th, 2010: Relocated the cache about ten feet because the gardener seems to be active in the old area. Use the Certitude hint for a precise location, as I have not changed the puzzle solution.
