Many of the parklands and open areas around Charters Towers were previously the site of old mines and stamp mills or batteries, used for crushing mined material to extract the gold. This particular park is where the Defiance Mill was once located.
The main challenge with this cache, is trying to find a quiet time of day when there are no junior muggles watching from nearby. You can of course show some "defiance" and march straight up to the cache. I'm sure they'll think you're there for a serious reason if you do!
