I remember seeing this Cenotaph when I was a child going to the picture hall that used to be across from it (if my memory serves me right) I'm sure it was on the other side of the road back then.
Cache is a nano, and is not on the Cenotaph or the railings surrounding it.
You may need a pin or something to extract the log, and you will need a pen t sign it.
