European settlement of the Mulgoa Valley began in 1810 and in 1811 William Cox built a cottage here.
In 1814 Governor Macquarie approved William Cox's offer to direct 30 convicts to built the first road accross the Blue Mountains which was completed on 14 January 1815. Macquarie surveyed the 163 km long dirt road in April 1815 by driving his carriage from Sydney to Bathurst.
In 1836 William Cox’s sons, George, Henry and Edward formed a committee that was responsible for raising the funds and letting the contract to build the St Thomas Church and rectory on a parcel of their land. The first foundation stone of the convict built church was laid by Miss Jane Jamison of Regentville on 22nd of August 1836 and in 1838 St Thomas’ Church and Rectory was completed.
