Who Sent Out For Pizza? Traditional Cache

The rain poured down and I sat with my mountain bike stuffed in the back of the One Ton Bunny. What to do. I decided to hit some drive up caches and explore while waiting for the rain to clear. Along Hot Springs Road I found a gate and then this interesting apparatus. Looks like a motor was mounted here to move a load across the river. Or is it for some hydrology equipment to be set over the stream? Or are James Bond and Q lurking up in those trees and this is how they get their gadgets?

The cache is a micro, which is hidden within about 10 feet of this gizmo. It is only a couple feet off the ground and easily accessed.
