Well this is why we need our lunches to relax.
The Cache is not @ the above Co-ordinates. When you solve the puzzle the cache is waiting.

The cache is located in a spot that the city needed to do some improvements. It is much better now that it is done. As much it created an inconvenience for traffic, it is well worth it.
