Once upon a time, Tidewater Correctional Unit No. 22 sat well out in the country, a perfect place to squirrel away inmates. Then, the Greenbrier community filled in around the squat brick prison.
Soon, residents decided the prison was no longer an appropriate neighbor to Chesapeake City Park, the nearby Greenbrier YMCA, or the recently constructed Greenbrier Middle School.
The Commonwealth of Virginia closed the prison after moving the women inmates in 1998 to a new facility in Fluvanna County. And the city began years of clamoring for the vacant property.
In 1998, the state sold the 14 prime acre facility that adjoins the 75-acre City Park to the City of Chesapeake for $540,000. Today the old fenced-in yards and buildings, where every weekend inmates gathered with their families, are gone.
When big events , such as a concert and fireworks, are held nearby, the city has used the grounds for additional parking. There are bigger plans in the works though…
The Department of Parks and Recreation intends to construct a headquarters on the property, finally moving everybody out of trailers and into one location. The building will host programs, and potentially a community center as well.
Recent signs of re-birth, rejuvenation, dare we say transformation have begun to appear at the site.
