To discover the actual coordinates, you must uncover the fourteen letter word(s) that corresponds to the fourteen digits needed for the coordinates. The coordinate answer is in the N12 34.567 W012 34.567 format. Then, using the provided charts (one chart for North, one for West), match the appropriate numeral value.
Sound confusing? It gets worse. To get the LETTER for each digit position, you must visit one or more of the Blair County townships at the provided coordinates and determine the needed letter. Each township has a letter and digit position that coordinates with it. I should note that once you understand the system used, you shouldn't have to visit all locations; I have provided hints to help you solve this without visiting every township. I prefer you do, however; Blair is a beautiful county. Many of the letters can be found without leaving your car.
Still too easy! Unfortunately, none of the letters provided are correct. To get the correct word(s), you have to obtain the "Key" or "cipher" to translate the letters (like hint encryption). There are fourteen digits, and fifteen townships; the key is located in the fifteenth township (Logan). The correct letters will make sense when you get it right.
I've provided clues to a system of solving this puzzle without traveling to every township location (slacker). Trust me, it WILL make sense when you begin to understand. Good Luck!

Again, please be appropriately prepared for any trek you may embark on and be careful. There may be some locations that require stealth. Be wary of thorns at the final location. The container is a large (regular-size) lock n' lock box. Please do not enter into or trespass onto private property for any cache. There is no reason to cross the fence or to be on the 'highway' side of the fence near the final location. As always, cache-in, trash-out!
