The cache is NOT at the posted co-ordinates. The posted co-ordinates will take you to a large plaque northwesterly of the entrance of the visitor center. Information gleaned from the plaque will lead you to a location outside the Federal Property Boundaries.

A person with a vision began to manage these lands on the twelfth day of March, 2001. The plaque commemorates that beginning and other actions.
To solve this puzzle you will need to the posted co-ordinates and glean some information from the plaque at those co-ordinates. Tasks involved will be addition, and substitution.
