Wade was summoned before George 1 and commissioned to establish and report back on, the validy of Lovat’s claim on the growing threat of Highland insurrection. Wade wasted little time, and on the 4th of July 1724 set out for Scotland.
On the 10th of December of the same year he reported back with statistics of the men capable of bearing arms, 22,000 – of whom only ‘10,000 were well affected by the government’, the rest he presumed ‘have been engaged in rebellion against his majesty and were ready to create new troubles and raise arms in favour of the pretender’. Drawing much from his own military experience, Wade’s report did concur with some of Lovat’s concerns. In particular, that the existing military barracks were ineffective, badly sited and under strength. Equally, that movement of troops and equipment between them were severely constrained due to the lack of suitable roads or bridges. Wade recommended a number of urgent measures, including the upgrading of forts and the improvement or construction of new roads between them. That two new forts be built at Inverness (Fort George – currently the site of Inverness Castle) and Killichuimen (Fort Augustus). To service the latter, he proposed that a ship (the “Highland Galley”) be built to carry men and materials on the “Lake of Ness”
The government acted quickly on Wades recommendations, and on Christmas eve 1724 he was appointed Commander-in-Chief North Britain, his remit, to implement his own suggestions.
