This is a nice spot to pull off the road and have lunch. You will always see some type of activity going on here. Either above or below, something is always happening.
BTW - This is in WEST Virginia. My bad.
Don't worry about having to cross over any boundries, this one is an easy park and grab for those local cachers out for lunch or for visitors to the area to see what use to be a big business.
