The Three Little Pigs' Pen Code Cache

Do not go to the above coordinates! The cache is not there. Well you CAN go to those coordinates and park but to find the cache you must solve the code below.


The cache is located in the Harry J. Betar Recreational Park, locally called "Moreau Rec" or just the "rec". Richard E had a couple of great caches here: The Three Little Pigs and TLP Gas Saver. I am keeping the "pig" theme going with this code cache. You should easily be able to find the key for this simple substitution code.
