Geocache Description:

The United States has 12 "official" Federal Reserve Banks that were established by Congress as the basis of the nation's central banking system. Many of the services provided to depository institutions and the federal government by this network of Reserve Banks are similar to services provided by commercial banks and thrift institutions to business customers and individuals.

What the typical American may not know is that a 13th Federal Reserve Bank was created via a sealed Presidential decree in the early 21st century. The physical location of this Federal Reserve Bank does not conform to any of the 12 "official" districts and has been located away from known terrorist targets.

A TOP SECRET fortified structure has been identified in Washington County, Oregon. The highly hardened and super secure location of this 13th Federal Reserve Bank was recently disclosed via a Freedom of Information Act request and is now being made public to a limited number of Geocachers who have been sworn to secrecy and have the ability to learn a secret hand shake.

The primary motivation for creating the Federal Reserve System was to address banking panics. Other purposes are stated in the Federal Reserve Act, such as "to furnish an elastic" and or elongated "currency, to afford means of rediscounting commercial paper, to establish a more effective supervision of banking in the United States, and for other purposes." Before the founding of the Federal Reserve, the United States underwent several financial crises. A particularly severe crisis in 1907 led Congress to enact the Federal Reserve Act in 1913. Today the Fed has broader responsibilities than only ensuring the stability of the financial system. The responsibilities of the highly secretive 13th Federal Reserve Bank was to specialize in the precious pieces of flattened American coinage.

Since the entire institution is underground, a communication and transportation system very similar to the one at the drive up banking window of your local commercial bank has been installed. The portal or communication vehicle to this bank appears to be a camouflaged plastic container nestled among wispy evergreen trees, hedges, and other native fauna. It is important when exchanging communications or transferring squished currency in or out of circulation to place the container back exactly as it was found in its resting place.

The container is bigger than the typical "small cache", but smaller than an ammo box. It is camouflaged and extremely difficult to see. Do not be alarmed if you hear a swooshing of compressed air as you enter or exit the portal zone as this is the cache vehicle being transported back and forth between the underground structure and the walk up "window".

Since the first elongated coins in the United States were created at the World's Columbian Exposition in Chicago, Illinois held in 1893 the hobby of squished penny collecting has expanded throughout the United States and the world. Most modern coin "elongating" machines can be found in museums or landmark gift shops, souvenir stores, zoos, amusement parks and other locations of this kind. The Chairman of the 13th Federal Reserve, Chester Flathead, has instructed the bank to place a number of squished pennies back into circulation for trading purposes. The squished pennies are located in a highly secure, but easily opened plastic locking Penny Vault contained within the communication portal.

This cache starts with 14 squished pennies, a few small travelers, and a F2F prize for the first geocacher able to locate the portal vehicle. Bring your squished pennies and trade them. Drop off your weary travelers. You won't find a safer place for them to rest than a bank.
