Bloomington's old Winston-Thomas water treatment plant was located less than 100 yards east of the cache. The treatment plant was used by the city between 1933 and 1982. From 1958 to 1979 Westinghouse dumped their highly toxic PCB laden waste water into the city's sanitary sewer system. This water was treated at the Winston-Thomas water treatment plant. The contaminated sludge was spread on the ground and pumped into sink holes at the site. Remediation of the site began in 1997 and was finished in 1999. The sediment of Clear Creek that follows trail still contains PCBs, so consumption of fish from Clear Creek is not recommended.
