Some of us have experienced this. Others have been responsible for it. In this case though, the "Wall" referred to in this vicinity is nothing more than a noise abatement structure to keep people from going crazy from all the auto and truck sounds day and night.

Well hidden and well camo'd watertight container. Some fun anime swag and other stuff inside.

Use common courtesy. Beware of muggles and prying eyes. Access this cache from the road that boarders the water retention pond.
