I've walked this "safe" path (might even be called a "cage-way") often during lunchtime meanders and always thought it would be a good spot for a cache.
The view from GZ is quintessential urban. If you close your eyes and listen you'll have no doubts that you are indeed in an urban setting. The surrounding neighborhood is filled with interesting architecture interspersed with little pockets of greenspace for all manner of use. Enjoy a stroll if you have the time.
At the east end of this "path" is the National College of Natural Medicine (NCNM), the oldest programmatically accredited naturopathic medical school in North America. Originally called National College of Naturopathic Medicine, this college was founded in May 1956, in Portland, in response to the termination of the naturopathic program at Western States Chiropractic College. Over 50% of the licensed naturopathic physicians practicing in the United States are graduates of NCNM.

You'll be looking for a HIPS micro camo'd to at least not look out of place. You may have to use one of several strategies I've employed in the past (logical deduction, process of elimination, keen powers of observation, good old fashioned guesswork, etc.) to determine which of several likely suspects is the object of your desire. Wouldn't want it to be TOO easy would we?
9/14/2012 - UPDATE: During the recent painting of this pathway, the cache and its decoys were removed. The replacement cache, although very similar to the original cache is no longer a "HIPS" cache and is now all alone with no decoys to distract you. It is hidden within a hand's length or two of the original location.
My GPSr had me at 11' of accuracy but there are surroundings that could render the coordinates off a bit. If anyone feels their coordinates are a better mark, please offer them up with my thanks!
You may want to bring along an extraction tool to remove the log and definitely bring your own scribbling device. The area can be quite busy periodically but a little patience will give you plenty of time to remove the cache unseen. Stealth warnings apply!
