Quick C&D near the levy that protects the east side of Danville from the north branch of the Susquehanna River.
Many of the towns in the Susquehanna Valley face occasional (regularly occasional) flooding from this large and temperamental river. Some towns have agreed to have significant flood walls and/or levees constructed, protecting them from an ongoing cycle of damage - others reject the "inconvenience" and live the risk (sometimes paying a heavy price). The interesting part about Danville is that the Middle School, water treatment plant, Burger King, Scott's Floral, and a few other businesses on the other side of town were on the messy side of the protective barrier. Recently, another levee/wall was built to protect these valuable assets too (but unfortunately, the sandbag wall needed to fill in across the road and RR track failed in September 2011).
This cache is hidden near (but not on) a temporary flood wall that can be quickly rolled across the road when flooding is eminent. It's pretty cool, so take a few minutes to look it over. I suspect that they also need to use a few sandbags to make it water tight when the river reaches that level, but only a few will do the trick. By the way, there is another such temporary device at the other end of town where the old football stadium used to stand (at the far end of West Mahoning St.)
