Downtown Berkeley has seen a revival in the arts in recent years. When I arrived here some (cough, cough) years ago, the theater district meant movie houses. Now it’s live performances, plays and music. This cache is located right near the heart of the Arts District, so there can be lots of muggles around. I’ve found that reading a newspaper, staring at a phone (or phone-like object), and tying shoelaces tend not to attract undue attention. You can even read poetry on the sidewalk.
Also, there is a canyon effect with GPS reception, even after multiple readings, each averaged over 100 iterations. East-west coordinates are fair-to-good, but north-south is a bit more flaky. The hint is more explicit as a result. For beginners, it is not in the middle of the street nor is it behind a fence or wall.
Be sure to use the same degree of stealth for replacing the cache as for finding it. When replacing it, make sure the cap side is up, loop pointing down.
