He, in this case, is Mithrandir or Gandalf. Mithrandir is one of Gandalf's names in J.R.R. Tolkien's invented language of Sindarin meaning Grey Pilgrim. This name for Gandalf is primarily used by the elves or the people of Gondor.
The cache is placed in an area where you can no longer pass. I have noticed that with growth in the area, streets change and we get these unique spots where you can no longer pass. In this case, this intersection of 55 and Hopson Road created this configuration. This should be a quick park and grab in a strategic location. Enjoy!
