The JOE cache series was started by altosaxplayer, a member of the Tri-Cities Geocachers. The name JOE means "Just Off Exit". The series was started as an Interstate 81 equivalent to the "Loop to Loop" cache series that was started in Nashville TN by cgeek. The JOE caches are placed no more than two tenths of a mile from the exit. JOE caches are an easy way to pick up more cache finds while traveling.
I adopted this cache and have to admit it's not exactly a "pull off and find," but I've left it exactly as it was when adopted. Definitely a D-2. - BeerBrewerDan
