The cache is not at the listed coordinates!

It was an emotional day; we marched to commemorate those servicemen, from many countries, whom had defended our way of life in many conflicts around the globe. After the march, I was sitting in a local establishment chatting with the veterans when I met a Native American Marine. After a few refreshments he began talking of when and where he served and how he enjoyed his R&R in our fair city. As the night progressed he told me of his experiences, what he did during his conflict, how a double cipher was always the strongest. He told how he transmitted in the words of his ancestors, but what he sent was scaled in the wind. The Key was Secret; however, there were 52 signs. As we bid each other goodnight, he passed the following words to me......
