Creekside Parking Traditional Cache

There's parking here, plenty of it, and it's all brand-spanking new with lovely curbing, handicap access, fencing, a walking path, and a watershed reclamation project complete with newly planted trees, mowed grass, and improved drainage.
But why? There are no signs to indicate the purpose of this place. It is part of a county park, but it can't be easily reached from the main part of the park. It's a mystery to me but an interesting location nonetheless.
Though the parking is handicap accessible, the GZ is not. In very wet weather, I imagine this area could get quite boggy or even flood. Still, this should be a quick park-and-grab. Just avoid the thorns, poison ivy, and biting flies.
REMINDER: This is a Baltimore County Park, so no caching from dusk to dawn!
The cache container is a small lock-and-lock box covered in camo tape. I didn't have a pen quite short enough to include in the cache, so please bring your own and make sure to sign the log.
There is a trail nearby, so apparently the area does see some foot traffic. Please cover the cache lightly with leaf litter when you rehide.
Lots of small trinkets in the cache: magic eight ball, car, magnet, token, flamingo, silly bands, and other fun things.
