The cache is not at the listed co-ordinates. In fact for this cache your GPS is practically useless!
However it is within easy walking distance and, for the most part, extremely level & well paved. Only the last 30 feet or so is poor for wheelchairs.
When/if the canal restoration starts, this is intended to be the first reach to be opened.
The given co-ordinates are for change / turnover bridge where the towpath switches sides from east to west.
With the help of the hint, AND PHOTOS which were both shot from the cache site, you should find this cache a short walk away and it shouldn't take you long to find.
Although the restoration of the upper reaches of the Kendal Canal is already planned in its entirety, rather than gradually extending the current navigation Northward by restoring Tewitfield locks and working northward up the existing canal, the stretch at the Kendal end is planned to be restored first in order to drum up interest and support. Then the navigation will be extended South and finally the stretch of canal currently containing water will be the last section to be restored!

Sections of the ground which was being mowed and managed (instead of the original wildflower rich scrubby habitat) is now fenced off areas for local schools to research, a pollinator project. No more herbicide hopefully.
