Quick find. It's just off the sidewalk on 1st Street.
The cache is named after a huge fire that damaged a good portion of the buildings on Cordova's main street back in the day. If you go into Orca Books and walk all the way to the back you can see a vault door... Orca Books is in the building that was Cordova's Bank before the fire...
