This cache is located above another green bridge/animal crossing which leads to a park above the National Cemetery.
For the lazy ones like myself who prefer the drive in caches, you can park near the bridge and reach the cache within 10 minutes I suppose. The others can enjoy the whole NSC course and continue walking towards the next number.
Have fun.
And beware of hiking/walking people. There can be many of them on weekends and holidays.
