honeychile: I'm sorry, but rest stop caches are no longer permitted in Virginia. The Virginia Department of Transportation has prohibited geocaching on any land which they own or maintain for the State, thus no rest stop caches, no street sign caches, no guardrail caches, no utility/light pole caches, no median caches, and so forth. We have been advised that VDOT/state property is not be be used as "a receptacle for geocache items." The letter also informed us that placing, seeking, finding or monitoring a cache on VDOT-controlled property will be considered a crime, a violation of Title 24 of the Virginia Administrative Code, a Class IV Misdemeanor. As geocaching is a fun, family activity, we want to abide by all laws and would not want VDOT to make an example of any cache owner or cache seeker.
Please retrieve your cache at your earliest convenience and find a location not on VDOT-controlled property.
You may have heard of or even found a cache in Virginia which is on VDOT property. If so, I encourage you to report such caches either by emailing me or by posting a NA (needs to be archived) log on such caches. Guardrails or medians or signs or light poles in parking lots or otherwise on private property can still be used for geocaching, assuming you have adequate permission.
