You will need to open a combination lock (22-36-26) to gain access to the container. Turn 2 full turns clockwise, stop at "22". Turn counterclockwise past "22", stop at "36". Turn clockwise to "26".
The section of US Highway 59 extending north from Houston to Humble has been called the "Eastex Freeway" since before George Blanda started playing football for the Houston Oilers (1960). Eastex is short for east Texas which is a frequent destination for Houstonians traveling north on US 59. The cache location is a very convenient stop for all travelers on Highway 59 going in either direction. Hopefully, this will make for a steady transfer of travel bugs. You can park on the shoulder of a two-way road going across the wooded area at the southwest corner of the US 59/Northpark intersection. Or you can park at the Valero station and walk across Northpark (be careful). Please place the cache back where you found it. If you take or leave a TB, please log your actions ASAP.
