Do signs that order "No Littering" or "No Dumping" just dare
people to throw out their trash? Like, "Whatever you do, don't push
the flashing red button!" I think maybe the authorities put these
signs out at popular community dump sites to discourage the
behavior, but I'd like to know how effective it is. Seems to work
pretty well here, for there are TWO signs.
